Land without auction for an investment project: business plan for the akimat, an industrial zone or an SEC
A plot of state land can be obtained without an auction if the project is recognised as an investment project, if you are a participant of an industrial or special economic zone, or if you go through a social-entrepreneurial corporation (SEC). In every case the decision rests on a business plan or a feasibility study. We prepare the document to the requirements of the specific route and support you until the decision.
The first review of your project is free and without obligation. We reply in working hours and tell you where to apply and whether you are in time.

When land is granted without an auction
State land is normally sold or leased at auction. Article 48(1) of the Land Code lists the cases where no auction is held. Four of them matter for business:
- Investment project: the akimat grants the plot on the opinion of the regional coordination council.
- Participant of an industrial or special economic zone: the plot is sub-leased from the zone’s management company.
- The regional social-entrepreneurial corporation, for investment and innovation projects.
- Projects on the Unified Industrialisation Map and industrial-innovation businesses.
Investment project through the akimat: thresholds
The procedure is set by the Rules for recognising a project as an investment project for the grant of land plots (Order of the Ministry of Foreign Affairs of 27 December 2021 No. 11-1-4/590). The project has to meet three conditions:
- Investment of at least 150,000 MCI, about ₸649 million in 2026.
- The cadastral value of the plot does not exceed 20% of the investment.
- The activity is on the list of priority activities (Government Decree of 14 January 2016 No. 13).
What is submitted and how long it takes
The akimat receives an application, a business plan meeting Annex 2 to the Rules with the intended use of the plot and the number of permanent and temporary jobs, the project work programme, the cadastral value certificate, the charter, the registration certificate and a certificate of no tax arrears.
Financial capacity is confirmed separately: 50% of the project cost for investment of 150 thousand to 1 million MCI, 15% for 1–7.5 million MCI, 5% above 7.5 million MCI.
The akimat checks completeness in 3 working days, the regional coordination council reviews the project in 15 working days, and the akimat decides within 5 working days of a positive opinion.
Industrial zone, SEC and the Industrialisation Map
In an industrial zone the plot with infrastructure is granted by the management company, often the regional SEC. The company sets its own document requirements: usually a business plan or a feasibility study under Order No. 501, financial statements and proof of funding. The contract is signed within 10 working days of the coordination council’s decision.
An SEC puts its plots and assets up for investor tenders. The winner then develops the feasibility study and design and cost documentation.
For projects on the Unified Industrialisation Map the application goes to the local executive body: project passport, schedule, an akimat letter confirming a free plot and proof of funding of at least 10% of the project cost. The project passport is built from the business plan and financial model.
How we work
Free review: we check whether the project meets the investment threshold and the list of priority activities, and tell you which route fits. After the brief is agreed and 70% is paid, we prepare the business plan or feasibility study to the requirements of the chosen route, the work programme and the financial capacity calculation. We answer the coordination council’s questions. 30% is paid after the decision.
