Business plan for a licence: bank, insurer, broker, AIFC

The regulator licenses a bank, an insurer or a broker only after reviewing a 3–5 year business plan. In the AIFC the same requirement is called a Regulatory Business Plan. We prepare the business plan to the requirements of the ARDFM or AFSA with a forecast of capital, income and expenses.

The first review of your project is free and without obligation. We reply in working hours and tell you where to apply and whether you are in time.

Bank

For a banking licence the Agency for Regulation and Development of the Financial Market requires a business plan for the first three financial years: goals, target segment, services, marketing strategy, funding sources, income and expense forecast.

Insurance and reinsurance company

Under the Law on Insurance Activity the business plan covers 3 years for general insurance and 5 years for life insurance, is signed by an actuary and approved by the board of directors. It covers risks by class of insurance, tariffs with justification, a forecast of income, expenses and insurance reserves, stress scenarios, reinsurance and investment policy.

Broker, dealer, asset manager

A securities market licence requires a 3-year business plan approved by the board of directors.

AIFC: Regulatory Business Plan

In the Astana International Financial Centre, AFSA requires a Regulatory Business Plan for any licensed activity, including the FinTech Lab: activities, 3-year forecasts and budget with the minimum capital calculation, resources, governance and internal controls. Authorisation usually takes 2–3 months. The document is prepared in English.

Where a business plan is not needed

Microfinance and payment organisations do not need a business plan for a licence or registration: the document list does not include one. If someone offers you a “business plan for a microfinance licence”, it is unnecessary work.

How we work

Free review: we confirm the licence type and the regulator’s requirements. After the brief is agreed and 70% is paid, we prepare the business plan with a financial model of capital, income and expenses in Russian or English. We answer the regulator’s comments. 30% is paid after the regulator’s decision.

What you get

  • A 3–5 year business plan to ARDFM requirements or a Regulatory Business Plan for AFSA.
  • Financial model with a forecast of capital, income and expenses.
  • Stress scenarios and capital adequacy calculation.
  • Answers to the regulator’s comments.
